English Learners Advisory Committee (ELAC)

The California legislation is committed to assuring that parent/guardians of English Learners have a voice in the education of their children. This belief is reflected in the passage of specific California Education Code requiring an English Learner Advisory Committee (ELAC) to be in place in schools.
 

FUNCTION

The ELAC shall be responsible for advising the principal and staff in the development of supplemental program and/or services for participating English Learner (EL) students and submitting the plan to the governing board for consideration for inclusion in the district master plan. It shall also be responsible for assisting in the development of the school needs assessment, language census, and ways to make parents aware of the importance of regular school attendance. Under state law, the ELAC also has the responsibility to make recommendations and advise the principal, staff and SSC on the following:

  • The development of the school plan and EL budget.
  • Review findings and offer recommendations on any EL program Modifications.
  • The ELAC receives training materials and training, planned in full consultation with committee members, to assist members in carrying out their legal responsibilities
